- Boil penne pasta in salted water until al dente. Drain and reserve some pasta water.
- Melt butter in a saucepan over medium heat. Add flour and whisk for 1–2 minutes.
- Add garlic and cook briefly until fragrant.
- Slowly whisk in warm milk until smooth and thickened.
- Season with salt, pepper, and Italian seasoning.
- Add cream and parmesan cheese, stirring until melted.
- Add cooked pasta and toss to coat. Adjust consistency with pasta water.
