- Melt butter in a large pot over medium heat.
- Add minced garlic and cook until fragrant, about 30–60 seconds.
- Add dry pasta, water or broth, salt, pepper, and red pepper flakes.
- Bring to a boil, then reduce to a simmer and cook, stirring often.
- Cook until pasta is al dente and liquid reduces into a sauce.
- Remove from heat and stir in parmesan until creamy.
- Garnish with parsley and serve immediately.
