- Preheat oven to 375°F (190°C) and grease a baking dish.
- Cut tops off bell peppers and remove seeds. Par-bake for 10 minutes.
- Sauté onion in olive oil until soft. Add garlic and broccoli, cook until tender.
- Mix rice, broccoli mixture, cheddar cheese, milk, and seasonings.
- Stuff peppers with rice mixture and top with mozzarella.
- Bake uncovered for 25–30 minutes until cheese is bubbly and peppers are tender.
